		<description>I got to thinking about some of the remarks about the Eastwood Overlay District Standards. The one comment that strikes me as most illogical is that the guidelines are somehow responsible for the derelict buildings, the willful neglect of landlords on the maintenance of their buildings, inability of the City to enforce the NYS Uniform Fire Prevention and Building Code, intentional tax delinquency, vacant and abandoned lots, obsolete development proposals, graffiti, disinvestment and decline on James Street.  Frankly, there is not a single shred of evidence from Planet Earth of overlay zoning being the root cause of blight.</description>
