NOTICE IS HEREBY GIVEN, that a public hearing will be held Monday, June 8, 2009, at 6:00 p.m. in the Common Council Chambers, City Hall, Syracuse, New York to consider in full or in part the following applications:

Application No. Z-2709,  for a Petition for a Zone Change by Lamar Outdoor Advertising, to change the zoning district of a portion of the parcel at 117 Butternut Street from Residential, Class B to Commercial, Class A, owned by Vincent Morrison Veteran’s Fasteners Company, zoned split Residential, Class B and Commercial, Class A.

Application No. AS-09-07, for a request to legalize an existing Off-Premise Advertising sign situated at 117 Butternut Street on the portion of the parcel zoned Residential, Class B, owned by Vincent Morrison Veteran’s Fasteners Company, pursuant to Part B, Section I, Article 7 and Part C, Section VI, Article 7 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. R-09-09, for a Resubdivision to combine Lots 21-26, and 52-59, of Block 123, of the William Brown Smith Tract, and also an abandoned portion of Marquette Street, into new Lot 21A, on properties situated at 805-815 Spencer Street and 500-514 Liberty Street owned by 805 Spencer Street Partnership (John Sharkey), zoned Lakefront T-5 Urban Center, pursuant to the Subdivision Rules and Regulations of the City of Syracuse, as amended.

Application No. R-09-10, for a Resubdivision to combine part of Lot 250B of the Onondaga Salt Springs Reservation, part of Lot 29 of the former Town of DeWitt, and Lots 1 and 2 of Block 1 of the Nuffer Tract into new Lots 1 and 2 of the James Street – Eastwood Ave. Tract, on properties situated at 2309, 2313-2339, 2347-2349 & 2363 James Street and 119 North Avenue owned by Point Five Development Grant & James, LLC, and Autocom Leasing Corp., zoned Local Business District, Class A, pursuant to the Subdivision Rules and Regulations of the City of Syracuse, as amended.

Application No. PR-09-14, for a Project Site Review to construct a two story building encompassing a parking garage and office space on property situated at 2313-2339, 2347-2349 and 2363 James Street, and also to include demolition of a two story residential structure to create an additional parking area on property situated at and 119 North Avenue, owned by Five Point Development Grant & James, LLC,  and Autocom Leasing Corp., zoned Local Business, Class A, pursuant to Part C, Section I, Article 10 and Part C, Section X of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. AS-09-14, for a Sign Exception of location and number on property situated at 2347-2349 and 2363 James Street, owned by Five Point Development Grant & James, LLC, and Autocom Leasing Corp., zoned Local Business, Class A, pursuant to Part C, Section X of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. 3S-09-10, for a Three-Mile Limit Review by West Taft Road Associates, LLC, for review of the final plan of a two-lot commercial subdivision, located on part of Farm Lot 89 in the Town of Clay, situated at 4820 West Taft Road, pursuant to the City of Syracuse Three-Mile Limit Review.

Application No. CS-09-71, to determine formally whether the current (or previous) parking regulations apply to the property situated at 119 Westminster Avenue owned by Francis Koon, zoned Residential District, Class A-1, pursuant to Part A, Section III, Article 2, and Part C, Section III, Article 2, and Part C, Section VIII, Article 6 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. CS-09-08, to determine formally whether the current (or previous) parking regulations apply to the property situated at 236-238 Fellows Avenue owned by Yuhmei Lee Rvcble Trust, zoned Residential District, Class A, pursuant to Part A, Section III, Article 2, and Part C, Section III, Article 2, and Part C, Section VIII, Article 6 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. CS-09-09, to determine formally whether the current (or previous) parking regulations apply to the property situated at 323 Fellows Avenue owned by Yuhmei Lee Rvcble Trust, zoned Residential District, Class A-1, pursuant to Part A, Section III, Article 2, and Part C, Section III, Article 2, and Part C, Section VIII, Article 6 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. CS-09-10, to determine formally whether the current (or previous) parking regulations apply to the property situated at 329 Fellows Avenue owned by Yuhmei Lee Rvcble Trust, zoned Residential District, Class A-1, pursuant to Part A, Section III, Article 2, and Part C, Section III, Article 2, and Part C, Section VIII, Article 6 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. CS-09-39, to determine formally whether the current (or previous) parking regulations apply to the property situated at 839 Livingston Avenue owned by Wild Blue Yonder Leasing, LLC, zoned Residential District, Class A-1, pursuant to Part A, Section III, Article 2, and Part C, Section III, Article 2, and Part C, Section VIII, Article 6 of the City of Syracuse Zoning Rules and Regulations, as amended.

Application No. SR-09-03, by T-Mobile, requesting site plan approval pursuant to Part C, Section I, Article 7 of the Zoning Rules and Regulations of the City of Syracuse, as amended, to install three communication antennas and an equipment cabinet on the roof of a building owned by Loretto Rest Residential located at 413 East Glen Avenue zoned Planned Institutional District.

The above proposals are open for inspection at the Syracuse Zoning Office.  A more complete description of the above proposals will be found therein.  Persons wishing to appear may do so in person or by attorney.  Communications in writing in relation thereto may be filed with the City Planning Commission, Room 211, City Hall Commons, 201 East Washington Street, Syracuse, New York, 13202-1426, or at such hearing.

  1. Stalling tactics are still in effect. While the PC voted “no” on the current ground sign design and “yes” on the overlarge 2nd story sign (now we can look forward to seeing that all up and down James St.), they left the door open: After most people concerned with this issue had left, thinking the PC had moved on to other items on the agenda, they allowed HDL to return with YET ANOTHER DESIGN. When will they have the courage to JUST SAY NO? This is a stalling tactic and Eastwood is being treated to it again. The HDL attorney said they’d be back in two days with another design.
